What Local Law 152 requires
Local Law 152 of 2016 requires periodic inspection of gas piping systems in New York City buildings. Inspections must be performed by a Licensed Master Plumber (LMP), or by a qualified individual working under the direct and continuing supervision of an LMP.
After the inspection, the building owner must submit a Gas Piping System Periodic Inspection Certification (commonly called GPS2) to the Department of Buildings through the DOB online portal. The certification must be signed and sealed by the LMP who conducted or supervised the inspection, and filed within 60 days of the inspection.
Buildings that contain no gas piping still file a GPS2 stating that fact — typically signed and sealed by a registered design professional (PE or RA), per NYC311 and DOB guidance.
Who it applies to — and who is exempt
The requirement covers gas piping systems in buildings citywide, except one- and two-family homes and other buildings classified in Occupancy Group R-3. DOB directs owners of one- and two-family homes to confirm the DOF building classification on the Buildings Information System (BIS). Classifications A or B are typically the residential one-/two-family categories; other classifications may need an Exempt Building Notification instead of assuming they are out of scope.

2026 deadline: Community Districts 4, 6, 8, 9, and 16
Local Law 152 runs on a four-year rotating schedule by community district. For Cycle 2, DOB’s published schedule is:

The same community district number applies in every borough. Manhattan CD 8 and Brooklyn CD 8 are both Sub-cycle C. Look up the building address on the NYC Department of City Planning community district map if you are unsure.

What happens if you miss the deadline
Failure to file the Gas Piping System Periodic Inspection Certification by the applicable deadline results in a civil penalty of $5,000, according to NYC311’s published guidance on GPS2 filing.
DOB has issued Notices of Violation for buildings that missed earlier Cycle 2 sub-cycles. Treat December 31, 2026 as a hard date for Sub-cycle C — not a soft reminder.

What the filing process looks like
- Confirm community district and occupancy. Use City Planning’s lookup and BIS. Confirm whether the building is in scope or needs an exemption filing.
- Hire a Licensed Master Plumber. Verify the NYC license is active. Schedule inside the inspection window for your district — for Sub-cycle C, that is calendar year 2026.
- Complete the inspection. The LMP (or supervised qualified individual) inspects the gas piping system per DOB rules. Follow current notice requirements before the visit; DOB has tightened advance-notice expectations for 2026.
- Correct unsafe conditions. If the inspection finds conditions that require correction, the owner must address them with an LMP on the timelines DOB specifies for the finding.
- File GPS2 within 60 days. Submit the signed and sealed certification through DOB’s online portal. Filing is not complete until the portal accepts it.
